Can someone in with normal INR still have a stroke?

Yes. Strokes can be caused by 'bleeding' or 'blood clot' in the brain. There is no guarantee that having a normal inr (which i assume means you are not on medicines like Coumadin - warfarin) doesn't mean that you can't have an aneurysm burst and bleed or a blood clot break off from your heart and lodge into your brain. Every patient needs to be risk stratified for stroke depending on many factors.
