My sister is headaches often and they worsen at night and cause neck pain. The pain is around her temples and migrates to the back of the head. Advice?

In brief: Tension headache

This could be a number of things, and the safest thing is to get checked out by a doctor. That being said, in the mean time, have her change pillows, sleeping position, and try neck stretches before bed.
It sounds like a tension type headache, but would need more info and physical exam to be sure. However, try those things, as well as gentle massage and see if that helps.
