In brief: Urea 40%
I love urea cream 40% and really love if it is compounded with salicylic acid.
Therapies makes a great ointment. Sticky but works well.

In brief: Lactic acid lotion
Heel cracks are a function of loss of flexibility of the skin.
It occurs when the skin dries out and cannot bend properly, so it cracks. Various emollient creams will prevent this from happening, particularly if applied right after bathing, while your skin is still moist. My favorite is 12% Lactic Acid lotion, but there are lots of others.
