Hiv can survive in cells within blood unless the blood has dried or been treated with a substance that will kill the virus.
If you were exposed by hiv+ blood coming in contact with an area of damaged skin, or into your eyes, then there is a risk, although small, that you could get this. Most labs have protocols for prophylactic anti-retroviral therapy for personnel who have been exposed.
