I had a sore in genital and i did the culture test. It was(-)and the blood test hsv1(+)and hsv2(-)but i'm already have cold-sore. What dose that mean?

The blood test was done with 'mature' antibody testing and not acute or new or "ige" antibodies.
The blood test is done inaccurately and too soon. The goal here is to determine if the new genital lesion is a new herpes infection. You did not need hsv1 testing that was already known. You need new hsv 2 testing and that means ige testing, not igg as you had done.
