In brief: Possibly
High blood pressure may be associated with peripheral vascular disease which can be one cause of erectile dysfunction.
Unfortunately some treatments for high blood pressure can also cause erectile dysfunction. If you have both problems, talk it over with your doctor.

In brief: Very much can
As there is a strong association between hypertension(pathologically high blood pressure) and erectile dysfunction.
Remember there are complicated vascular, neurologic and hormonal regulated behind male sexual health. Granted there are men who have blood pressure issue but no erection issues, but in general blood pressure issues are risk factors for erection issues.

In brief: Yes it can
An eriection is caused by vasodilation which will engorge the corpora.
With increased BP some times vasodilation is inhibited so the blood flow is deminished. That is why viqagra, levitra, (vardenafil) and or Cialis help by causing vaso dilation.
