In brief: Pinched Nerve
The most common cause of tingling in the fingers is a pinched nerve and this can come from carpal tunnel syndrome which is a pinched nerve in the wrist cubital tunnel syndrome which is a pinched nerve in the elbow or a cervical radiculopathy which is a pinched nerve at the neck.

In brief: Quite a few causes..
Carpal tunnel syndrome (pinched nerve in wrist), ulnar nerve entrapment (elbow), and at times from pinched nerve in neck areas.
Also, diabetic neuropathy can do so as well, but often affecting feet/toes first/or concurrently. Some diseases such as multiple sclerosis, medications use (some HIV meds)/chemo, syphillis, heavy metal toxicity can do so as well. If u r concerned, consult doc. Good luck.
