In brief: More info needed
Liver problems with an elevated bilirubin generally produce generalized itching on the whole skin surface.
...Isolated itching suggests a more localized problem.

In brief: Maybe
A liver problem is certainly not the first thing i think about when someone comes in with an itchy scalp.
Seborrheic dermatitis is far more common; but your doctor knows what else is going on in your body, and has examined you personally. I assume he or she ordered some tests to determine the cause, so we will see.
