Albuterol is a bronchdilater means it opens up the bronchi which go into spasm and cause the wheezing.
It happens quite common in the babies with asthma and albutrerol inhalation is used to relieve the wheezing, but it does not do anything to the disease process which is inflammation in bronchi, so albuterol is used in combination with steroids.Other condition causing is wheezng is bronchiolitis.

Sick babies with wheezing may have bronchiolitis which can be treated with albuterol inhalation.But if it is recurrent then you have to use inhaled steroids as controller medication for inflammation and albuterol to relieve the wheezing.Albutrrol alone is not able to control asthma if that is the cause of wheezing.Young babies also can suffer from asthma,as well as bronchiolitis
