In brief: Possible

It could cause pain if it was touching the nerve .
Usually the pain is towards the side of the protrusion.

In brief: Possible

Although not an conclusive test, lay flat on your back and raise the leg (which the foot hurts) and see if by doing so you feel pain in your foot or leg.
This is called a straight leg test and it can give you a clue to if you foot problem is from your back. The dermatomes from l5-s1 definitely go down to your feet. Regardless see a doctor for further evaluation.
