Can blood sugar for type I diabetic (age43), onset 3 years ago, be controlled with minimum lantus (insulin glargine) and strict diet of protein, vegetable and fruit?

No. If you are truly a type 1 diabetic, then the main treatment for you is insulin. Avoiding Insulin in a type 1 is just going to make you sicker. Lifestyle changes can decrease the amount of Insulin needed to keep your blood sugar normal but you do need to consume adequate amount of calories.
