In brief: Steroid inhaler.

If talking about asthma, steroids used once or twice daily are better for prevention of wheezing.
Beta-agonists (proventil) open up airways acutely, and we call them rxcue inhalers. They should not be the only means used. If you have copd, the situation is more serious, and combinations of inhaled steroids with anti-cholinergic medication may be indicated.
