In brief: It is normal
The test called "bleeding time" is normal in patients with hemophilia.
This is because stopping bleeding from a small cut does not depend on factor 8 or factor 9 that is missing in patients with hemophilia a, or in hemophilia b respectively. Major determinating factors for bleeding are platelet numner, platelet function, and supporting connective tissue structure.

In brief: May be prolonged
The normal bleeding time is 2-6 minutes .
In hemophilia this may be prolonged , depends on severity of the condition. Bleeding time test which is somewhat cumbersome is no longer commonly used to diagnose or follow patients with hemophilia. Other blood tests that are helpful are PTT (partial thromboplastin time) , factor viii levels, and dna testing
