If a woman's hCG levels are low, will a blood pregnancy test come back as positive if she is pregnant?

In brief: Mutually

Contradictory. Positive pregnancy test depends on blood levels of 25 or higher for hcg.
If a woman is pregnant her HCG level will go up.

In brief: HCG

A women's levels and a babies levels are two different things.
If a woman is pregnant, then regardless of her personal levels, the HCG should be higher than one would expect if that woman was not pregnant.

HCG is what suppresses the menstrual cycle in pregnancy, so by definition it has to be higher than baseline at the first missed period.
