Can a bone in neck appearing on MRI require neck surgery.?

Could be. It depend on the bone and what's wrong with it. I see in your profile you mentionned "broken clavicle". If you have a simple fracture, it may be treated conservatively. If the fracture is comminuted, infected or articular, surgery may be the best way to treat.
