In brief: Not sure

I can't tell which but it can be due to low iron levels and it not this it responsed to Dopamine agonists like Requip (ropinirole) or sinemet implying a nervous system problem. Some people do better with anticonvulsant meds like Neurontin or Klonopin which may have some muscle relaxant effects.
So it may have multiple causes.

In brief: Can be venous

An often overlooked cause of restless legs syndrome (rls) is venous insufficiency.
If you have RLS and varicose veins, treating your vein problem might very well make your RLS go away.
