In brief: Sleep entry disorder
Sleep talking/walking/terrors appear to occur most often in those with sleep deprivation/irregularity.
As one glides down into sleep, those that slip rapidly into deep sleep states tend to go through these interesting patterns. The individuals will not be aware of the event, different from those who are coming out of light sleep that will remember their last thoughts.

In brief: Sleeptalking normal
Sleep-talking is normal.
It can occur in any stage of sleep. Usually the talk is fragmented and does not make any sense. The listener usually tries to make sense out of it and probably attaches additional words to it to make sense, but a recording will show that the talking usually does not make sense. Sometimes people may have partial arousals from slow wave sleep and talk with no memory later.
