Is there a way to remove the tiny sebaceous glands or bumps on the penis skin?

In brief: Not really.

They can be removed individually with an electric needle or certain types of lasers, but i don't know of anyone willing to do that.
Just about everyone's genitals have sebaceous bumps - they are a normal finding. Unless they are causing symptoms of some sort, there is no reason to remove them.
