In brief: Preferably Yes.

Preferably Yes. Board-certified family physicians voluntarily meet additional standards beyond licensing.
Each board-certified family physician earns initial Board Certification by passing a written examination created and administered by the American Board of Family Medicine. This is just the first step in the career-long learning with the need to maintain the certification by taking CME courses

Unfortunately, some doctors are indeed bored-certified, in addition to board-certified.

In brief: Yes

Board certification is a difficult process, whereby the doctor has to prove knowledge in the specialty grouch a specialty residency, board certification exam, yearly coursework, ethical behavior and good standing with the medical board.
However, there are many excellent doctors who choose to not board certify for various reasons. Good luck.
