In brief: Dry skin
Combining olive oil and sugar will create a great scrub that not only exfoliates your skin, but moisturizes it as well.
Put 1/4 cup of olive oil in a small bowl. Add 1 tsp of sugar in the bowl. Apply the mixture to your face and let it absorb into your skin for 20 minutes. After you rinse your face with lukewarm water, your skin will feel as soft as butter.

In brief: You can't.
Buy a good emollient lotion (keri, lubriderm, aveeno, (oatmeal) neutrogena, whatever) and apply it after you bathe, while your skin is still moist.
