Should a doctor prescribe sleeping pills as the last resort if a person is having difficulty sleeping?

In brief: Yes

A recent study associated the use of sleeping pills with a greater risk of dying.
This doesn't prove cause & effect but it is certainly worrisome. I'd recommend trying non-pharmacologic means first before moving on towards medications. Sometimes we don't have the luxury of time on our side and have to prescribe something immediately.
