In brief: Time for a visit

Pubertal gynecomastia will occur in 1/3 to 1/2 of males ; generally last about a year before fading.
Intensity varies from small lump to generous boobs.Overweight kids can appear to have it from just fat accumulation. If present after 3 years, surgical removal of the glandular tissue ; liposuction of any associated fatty tissue will do the job.

In brief: Not "Serious"

While it is probably not "serious" (meaning life-threatening, breast cancer in men is pretty rare, but it does occur), it can definitely impair your self-confidence and be frustrating since exercise will not work to flatten your chest area.
Since you have had it for several years and are in your early 20's it would be good to consult with a board certified plastic surgeon to discuss your options.
