In brief: Take care of it.

On occasion a small piece of nail may be left behind that can be source of you pain and discomfort.
Have it evaluated and get the appropriate treatment.

In brief: Unsure

It may still be sore from the removal, as i don't know when it was done.
You may have developed a bruise or infection on the ingrown toenail site. Call the podiatrist for a follow up appointment, and get this looked at. It should be a fairly straightforward problem.

In brief: Time frame?

Depends on how long ago you had the surgery.
Recovery can take longer than we like sometimes.
