In brief: Of course!!!

Condoms can help prevent pregnancy and stds by forming a barrier between one's genital skin amd their partner's skin.
But they obviously dont work if they break. If not used properly, or broken, xondoms wont help protect you from getting an std.

In brief: Yes

When a condom breaks, one must be concerned that any std could be transmitted.
You must know the history of your partner and be tested.
