In brief: Not usually
Oversleeping does not usually cause dry eye.
You may have some blepharitis or lagophthalmos (eyes not closing completely during sleep) going on. Try using artificial tears during the day, ointment at night, warm compresses 1-2 times a day, and omega-3 fatty acid supplements. If no improvement, go see an eye doctor.
