Not really a new issue - for many years we have stressed to patients that not every injury requires an x-ray, ct scan or MRI - unfortunately people want reassurance and pressure doctors to do more testing.

More importantly, it is for legal protection. Nowadays abdominal CT with contrast is required to diagnose acute appendicitis to avoid be sued should one be wrong about the diagnosis. This raises the cost while delaying the needed surgery. No one benefits from this.
