In brief: Many factors
By and large unlikely, but utis should always be treated, apart from symptom relief, because :- pyelonephritis can likely occur in presence of bladder reflux as well as with certain strains of ciliated bacteria (like mini caterpillars) which can literally crawl through the bladder valves and up to the kidneys.

A symptomatic UTIs in women are not recommended to be treated and almost never ascend to the kidney

The question was regardinding untreated not asymptomaticUTIs. All UTIs should be treated irrespective of symptoms.. You may be confusing asymptomatic bacteruria with non symptomatic UTIs! Presence of WBCs as well as bacteria constitute a UTI, even if asymptomatic and should be treated because UTI might linger indefinitely, or worse might ascend any cause pyelonephritis.
