In brief: Elevation of temp
A fever is an elevation of body temperature above "normal".
Some define it as a temp exceeding 100, or a temp which in 24 hrs fails to get as low as 98.6. A normal temp varies during the day from early am when it may be as low as 97 to late afternoon/evening when it will reach 99.9. There are various definitions, some which are focused on when the fever is enuf to warrant doctor intervention.
