In brief: ENT

Seems that maybe you have not seen appropriate specialist- neurologist as well as ent.
Probably allergies if persistent for so long but please see neurologist to be sure its not something more serious.

In brief: See answer

In one large study of 432 patients with primary complaint of "ear fullness" or "ear pressure" who were evaluated by ent, eustachian tube dysfunction was ultimately diagnosed in 28.
9% of these patients. The next largest group, 13.4% of patients, could not be definitively diagnosed. Other major diagnoses included otitis media with effusion, chronic otitis media, and tinnitus. Cause not always found.
