As a rule of thumb, narcotics are controlled medications and thus you would need a prescription from a licensed professional before you can fill the prescription.
Thus narcotics are in use for pain control but because of abuse potential, regulations and restrictions do exist. The same can not be said of the other non opiate analgesics eg nsaids where such restrictions are non existent.
