It can occur with runners, or people who exercise a lot. The fascia is a tight envelope on the outside of the muscle, and if the muscle swells, the fascia can be too tight and block blood flow to the muscle. The treatment involves cutting open the fascia to let the muscle swelling pressure decrease.
