In brief: Don't understand ?

I have never had a patient who only smoked paper, so I am not sure what you are asking.
Cigarette paper when burned gives a small amount of organic compounds which are part of the "tars" that smokers get, but don't have any of the rest of the stuff that is in the tobacco - like nicotine, formaldehyde, carbon monoxide and hundreds of other toxins.
