In brief: Generally yes

Hyperthyroidism refers to the thyroid over-producing thyroid hormone leading to higher-than-normal thyroid hormone levels in the blood.
"toxic" in the case of toxic goiter is short for thyrotoxic (having higher-than-normal thyroid hormone levels in the blood, and toxic goiter means that in addition to high thyroid hormone levels, the thyroid is enlarged. Often if you have one, you have both.

But not all cases of hyperthyroidism include the presence of a goiter.

In brief: Hyperthyroid

A toxic goiter (either graves disease or a toxic multinodular goiter) is a common cause of hyperthyroidism.
Hyperthyroidism simply means your thyroid levels are high, which can occur from other causes.
