Can you tell me more about a masectomy bill trying to be passed?

Likely not to pass. A bill known as the Breast Cancer Patient Protection Act seeks to require insurance companies to cover a minimum 48-hour hospital stay for patients undergoing mastectomies, to prevent what is known as "in-and-out drive-through mastectomies". It was introduced by Connecticut congresswoman Rosa L. DeLauro in 2009 (HR 1691) but has failed to pass both the Senate and House.
