In brief: Yes.

Yes it is safe. Marijuana smoked does not cause worsened lung function, nor cancer of the lungs, unless tobacco also is used.

Long-term studies on the effects of various kinds of vapor-based tobacco delivery systems, like e-cigarettes, have not been done.
It is very likely that it is not as dangerous as combusted tobacco, and the ones that just give you water vapor are highly unlikely to cause any problems, but nicotine vapor is just as damaging to your heart, and is just as dependency-producing, as smoking cigarettes.
