In brief: Rarely

CP involves an insult to the motor cortex of the brain physically located away from all the brain centers involved with hearing.
The injury could occur at any point & is often thought to be infection, poor blood flow or oxygen deficit in the area.If the injury/infection/event that triggers the motor injury also attacks the hearing mechanism it might be involved. But this is an exception not the rule

In brief: No

Cerebral palsy purely refers to problems with movement.
However, the same patients who have cerebral palsy can be at risk for other problems like hearing impairment. Hearing impairment is typically related to either direct injury to the nerves or orgrans that produce hearing, .Or by medications given that can cause hearing problems as a side affect.
