No medicine or herb is completely safe- all have some "bad effects." Moderate recreational use in adults seems fairly safe, esp. compared to alcohol and other intoxicants. When considering it's many documented benefits as a medicinal herb, it is almost always safer than the pharmaceuticals that would be used instead.
