My daughter has red bumps all over her except her nose today i noticed three more on her chest, is this baby acne, eczema or heat rash?

Not knowing your child's age i would rule out baby acne.
Eczema doesn' t usually cause bumps. She might heat rash but could also have the hives.. For heat rash cut down on room temperature and/ or clothes child is wearing. For hives you can try benadryl (diphenhydramine).

Two other possibilities are viral rash (does she feel sick? any fever?) and drug eruption (any medications, vitamins, or supplements administered recently?). Sudden-onset rashes should not be self-treated; see your pediatrician or a dermatologist.
