In brief: Yes

Especially in children too young to communicate effectively.
Food allergies can manifest as itching, hives, swelling, vomiting and/or diarrhea. Any of these symptoms could lead to being irritable. Similarly, food intolerance syndromes such as lactose intolerance with abdominal pain, gas and diarrhea can also be accompanied by irritability. There are other reasons for being irritable as well.
