3 days without having a bowel movement is too long for a fairly active senior. Should I take him to the ER to see if he is backed up?

In brief: Abnormal

It's abnormal if he was regular before.
If you could link this bout of constipation to something in the past that would explain it, then you may try some laxative, such as miralax, (polyethylene glycol) senna preparation or even fleet enema. If that works - great, he may be watched, unless he has other symptoms, such as abdominal pain, unable to pass gas, blood in his bm, fever etc. In that case, prompt eval is a must.
