Anterior cross bite will adversely affect jaw growth as well as occlusion. Please ask your general dentist to refer you to a pediatric dental specialist now. Do not wait until age 2-3. Let pedodontist coordinate treatment timing with you.

She may have a developing class 3 malocclusion as you describe but sometimes kids will posture their jaws forward creating the appearance of a protrusive lower jaw when they are just biting that way.
Have her bite multiple times and see if you can sense if this is happening.
