In brief: Yes, sometimes

Sometimes birth control can help with water retention, and sometimes women have more water retention.
Sorry that's probably not the answer you were looking for. Certain birth control pills advertise that they help to prevent retention, but there's been debate as to whether or not those claims are validated by scientific studies.

In brief: Yes

They are like regular hormones, sometimes given in a cycle and yes, at certain part of the cycle a woman can feel and is bloated.
On the other hand you also have hypothyroidism and if still not fully treated can also cause edema.
