What bacteria cause meningitis without causing neck stiffness in neonates?

Confusing question. I know of no one who can reliably assess neck stiffness in a neonate. This is a much better parameter for assessing toddlers and older kids and adults. Most meningitis in neonates is due to group b streptococcus, although e.Coli, listeria, and other germs are possible.
