In brief: Dry skin
Sounds like the skin of your hands are very dry and that you may be prone to eczema.
Soap can be very irritating to the skin so i would focus more on restoring the moisture with water followed by a layer of aquaphor or eucerin 2-4x/day. I often recommend getting a moisturizer that comes in a pump bottle since it is easy to use. Putting moisturizers in the refrigerator can be soothing.
