I'm not sure i would say "first aid".
I would say that the etiology of shortness of breath needs to be determined. The differential diagnosis (ddx) could include: volume overload, chf, pulmonary embolism, copd/asthma, pneumonia, etc. The treatment depends on the diagnosis/etiology of the symptom of shortness of breath.
