If a bug bite has a blister top on it do you pop the blister or will that make it worse?

In brief: Leave it alone

By opening it artificially you will create an open inflamed surface onto which bacterial growth may occur. If you can tolerate leaving it alone, do so.
If you cannot, have your pharmacist suggest an antibacterial ointment you can apply to the surface or just wash with soap and water and keep it very clean. It should heal in a day or two.
