I have pain on patella (front of knee) 4.5 months post ACL reconstruction?

May need more time. Depending on how long it is after acl recon, you can have pain in e foot due to gait not being normal. If the acl tear was a result of a fall, you may have also injured your foot, and now that knee is less painful you maybe feeling the pain in the foot.
