In brief: Nurse or child
Depending upon the age and level of responsible behavior, either the chid themselves or the school nurse should be able to administer the insulin.
Discuss this with your school.

In brief: School nurse
Many public schools have nurses who administer insulin.
If your school does not have a nurse, please contact your school district. With the americans with disabilities act, i believe that public school districts are obligated to provide their schools with someone appropriate to administer Insulin to a child. Please also check with your child's diabetes educator.
