I have a question about cystic fibrosis? Can double lung transplant be successful? Who gets them?

In brief: Yes

Lung transplants for CF can be successful.
The unfortunate part of reporting success rate in transplant is tha you have to discuss the failure rate too. In lung transplant for CF the 5 year survival rate is 65-70%. In order to be eligible you must be evaluated by a transplant center and be healthy enough to undergo surgery.

In brief: Only

Patients with CF or other supporative lung diseases only get sequential single lung transplant (2 new lungs).
Hopefully only patients with a very poor quality of life, short life expectancy, and good adherence are getting transplants, but it varies by center. Some do very well; median life expectancy is a little over five years post transplant.
