In brief: Burn degrees

Likely a second degree burn if clear blisters.
Usually will heal in 1 week. Apply some antibiotic ointment. Now, if the burn is extensive or shows signs of infection including redness, pus, etc... Please see your physician.

In brief: Yes

It depends on the location and size.
If it is a large blister or covering a joint - you might need to seek medical care. Small blisters should be kept intact.
